I'm having a very tough time getting blitzes to go off consistently. Is there a way to edit the inputs?

Technically, yes, but if you just edit the ROM in USME you're gonna break it.
The standard advice on this front is that FF6's engine doesn't understand diagonal inputs and will accept, say, down or left for down/left. Thus you can just input the circular ones one button at a time: left left down down right.
Here's a patch that turns the Blitz command into a menu where you can select one. I think there's another patch for Cyan in this thread too. No idea if they play nice with BNW.

That one actually has a fatal bug because it interferes with the battle dialog boxes.
There's another that was made by LightPhoenix, but it unfortunately includes the same type of menu for SwordTech. And no idea as well if it would work with BNW.

That is unfortunate, but as BTB says above we don't actually need to deal with diagonals. I didn't know that and I'm thankful he shared that info with us.
