Hey they, currently playing through 2.0.
It seems that Setzer's Tarot is bugged.

lvl 22 at the time and had Daryl's Soul equipped.

Tarot deals about ~400 dmg to Powerslaves at 51 Vigor and 164 bpow.
The Maneater, on the other hand, dealt twice that much damage at 56 Vigor and 184 bpow.

Everything else is working, so I'm pretty sure I don't have a bad patch or something like that.

You are correct, the Tarot does appear to be missing the Holy elemental flag, which is in contradiction to the item's description. Good catch!
