I watched a V8 video and celebi could be used infinitely in a single battle. Now the item disappears to reappear after battle just like the Galaxy star. Do they do the same thing now?

They're both "once-per-battle" items now, but their effects are different.

Does Celebi start appearing once you've captured all of the other pokemon or can you get it early?

Once you've seen Celebi, you can catch Celebi.

I also noticed that Gaz only tell you about Celebi after you encounter it. Thanks!
